Speakers

David Panko is the FTZ No. 68 Manager for the City of El Paso.  He is the Grantee representative and liaison with many federal agencies that have a regulatory role with El Paso’s Foreign-Trade Zone.

He holds certifications as a Six Sigma Black Belt, Lean Enterprise Institute, and C-TPAT Manager.  David was a key member of the trade group working with US Customs & Border Protection and Mexico Customs to design, pilot, and implement the Southern Border FAST Lane program at the El Paso Port of Entry.  This program was then expanded to all US Southern border crossings.

Prior to joining the City of El Paso’s FTZ No. 68, David spent over 30 years working with Bonded Warehouses, Foreign Trade Zones, and International Trade on the US/Mexico border during his business career with General Motors, Kelly Outsourcing and Consulting Group, and Delphi.  He has a vast wealth of knowledge in border and global trade, information and inventory control systems, customs, business modeling, logistics, and supply chain management.

He currently serves on the NAFTZ Grantee Committee.

Mechelle Ngin is Business Development Manager at the Port of Long Beach, promoting and administering the Port’s Foreign-Trade Zone Program; building strategic partnerships; managing special events, grants, projects; oversight of Port of Long Beach Tariff No. 4; and manages the Port’s international advertising campaigns.

She also oversees the Port’s Foreign Trade Zone Program, is the primary point of contact for local trade associations where she serves in leadership roles, represents the Port at various conferences and events, coordinates customer visits and sales calls, negotiates sponsorships and assists with planning for trade events, and works with the Communications Division to develop commercial advertising and collateral materials. She also prepares and manages the Import Cargo Section’s budget.

Ms. Ngin began her Port career in 2006 in the Finance Division, joining the Development Division as a Business Development Analyst in 2013, administering and managing Port of Long Beach Tariff No. 4. She was promoted to Marketing Manager, Import Cargo in May 2019.

Earlier experience includes three years in advertising agency account management. 

Ms. Ngin holds a bachelor’s degree in Public Administration with a concentration in Public Financial Management from Cal State Dominguez Hills; a master’s in Public Administration from Cal State Long Beach, and certification as both a Global Logistics Specialist and a Certified Port Executive.

She serves the Port and the industry in leadership roles with various organizations, including Women in International Trade, the Council of Supply Chain Management Professionals, the Foreign Trade Association and the Propeller Club of Los Angeles-Long Beach.

Any credit requests must be received immediately following the LIVE event with any requests received after this timeframe subject to NCBFAA review process.   Please note that there are no prerequisites or advance preparations required to attend this seminar.

All individuals must have an NAFTZ membership to receive the NAFTZ member rate, if a substitute is requested, the substitute must have a current NAFTZ membership in order to make such a transfer. If the requested transfer is for a non-member, one would have the option to add an additional membership in order to receive the member rate or pay difference between the paid member and invoiced non-member rate.
