The U.S. Foreign-Trade Zones Board implemented changes to 15 CFR §400 on March 11, 2024 that made changes to Grantee Agreements and Zone Schedules. Are your zone documents up to date? Grantees and Grantee administration personnel will want to attend this webinar to understand the new requirements. Then, learn how to make those same documents work harder to accomplish your objectives as a Grantee. This one-hour webinar for the FTZ Grantee community will cover:

David Sikkink currently serves as the Administrator of the Hawaii Foreign-Trade Zone No. 9 (FTZ9), a division of the State of Hawaii Department of Business, Economic Development and Tourism. FTZ #9 is the Grantee for the state of Hawaii and is one of the oldest and most diverse FTZ projects in the nation, overseeing the state’s general-purpose zones and subzones, which services over 390 clients. FTZ9 also operates a general purpose zone warehouse facility at Pier 2, Honolulu Harbor, for the State of Hawaii which has come to be known as the “Hub of International Trade” for the state.

Mr. Sikkink has been involved with the Foreign-Trade Zone program for over a decade and has served as FTZ9’s Administrator since 2011.

Mr. Sikkink oversaw the development and construction of the Homer A. Maxey International Trade Resource Center which was opened in early 2015 and completed FTZ9’s plan to create a “one-stop shop” for international trade in Hawaii.

Prior to being involved with the Foreign-Trade Zone program, Mr. Sikkink led new media development teams in the creation of digital and interactive media, websites, and software development in Hawaii and on the mainland. He has also owned two New Media and Video Production companies and was instrumental in the development of one of the first commercially available multimedia software programs produced for the consumer market.

Mr. Sikkink is originally from the Minneapolis, Minnesota area and holds a Bachelor of Science degree in

Business Management from the Curtis L. Carlson School of Management at the University of Minnesota.


Sean Lydon’s international career includes import/export compliance and Foreign-Trade Zone operation in some of the largest ports in the United States. He founded ISCM Inc. in 2011, a consulting firm which specializes in the unique challenges of organizations with global supply chains, and capitalizes on over 25 years of experience with government compliance in commercial and defense environments.

As President and General Manager of domestic and international operations including Matthews Brand Solutions-Americas, Precision Circuits Inc., and Sony, Sean understands the C-suite decision-making process. ISCM leverages that broad experience managing organizations that have garnered awards for their performance on projects such as the F-22, Space Shuttle, and Global Positioning System Satellites. An ACI Expert Speaker, Sean is a regular presenter at seminars and conferences addressing international trade and compliance, and has served as a member of the Board of Directors of the National Association of Foreign-Trade Zones (NAFTZ).

Sean initiated a Foreign-Trade Zone in Los Angeles in half the normal time by leveraging contacts in another port to meet the enhanced security requirements of the nation’s largest seaport. This project not only reduced costs but also reduced the amount of time required to transport over $5B in goods into the United States from Asia. FTZs he has established and supports operate in both the manufacturing and distribution FTZ environments, enlisting air, truck, rail, and sea transport and in electrical and electronic materials, apparel, and consumer goods industries.

Sean has extensive experience completing successful projects to improve international supply chains. For example, he analyzed shipping data, available production locations, and market dynamics to restructure the supply chain for an emerging consumer goods business which saved over $40 million in freight costs in its first year of operation.

Sean assembled a talented team to develop, introduce, and successfully pass legislation in the US Congress to suspend the duty disparity created by NAFTA on US-produced electronics. He has secured favorable US Customs rulings to expand the use of inverted tariff provisions and generate significant supply chain savings.

A native of New York City, Sean holds a Bachelor of Science degree in Chemical Engineering from Rensselaer Polytechnic Institute and an MBA in Finance and Operations Management from Columbia University.

All individuals must have an NAFTZ membership to receive the NAFTZ member rate, if a substitute is requested, the substitute must have a current NAFTZ membership in order to make such a transfer. If the requested transfer is for a non-member, one would have the option to add an additional membership in order to receive the member rate or pay difference between the paid member and invoiced non-member rate.
