How to Expand your Zone: Partnering with 3rd Party Logistics Providers (3PL’s)
Creating the Value Proposition for FTZ’s in Consideration of the Trump Tariffs
Featured Speaker(s): William Cawthern, FTZ #74, and Tom Cook, Blue Tiger International and National Insitute for World Trade, will highlight key resources and best practices. A Q&A session will follow the presentation.
William Cawthern is the Director of Foreign-Trade Zone #74 with the Baltimore Development Corporation (BDC), the economic development agency for the City of Baltimore. In his role, William serves as the Grantee for the FTZ, with a service area including Baltimore City and six surrounding counties. Importing through the Port of Baltimore, FTZ #74’s active operators are in the metals, automotive, “roll-on, roll-off” equipment, and third-party logistics industries. In addition to his FTZ responsibilities, William acts as the lead economic development officer for the Industrial and Logistics sector of Baltimore, driving business development efforts to attract and support manufacturers, distributors, and transportation functions of the local supply chain. Lastly, William administers the Brownfields Revitalization Incentive Program tax credit, which encourages environmental cleanup through real estate investment in Baltimore.
William’s previous career experience focused on corporate real estate, specializing in transaction management, financial analysis, and portfolio strategy for office and industrial property users. His clients included staffing firms, professional service companies, global consumer brands, and a propane distributor. This diverse background instilled a well-rounded understanding of corporate operations and a deep appreciation for high-quality client service.
William holds a degree from Colgate University and a master’s of urban planning degree from CUNY Hunter College.
Tom Cook was former CEO of American River International in New York and Apex Global Logistics Supply Chain Operation in Los Angeles. Tom has over 30 years’ experience in assisting companies all over the world manage their import and export operations.
He is a member of the NY District Export Council, sits on the board of numerous corporations and is considered a leader in the business verticals he works in.
He has now authored over 19 books on Global Trade and is in the middle of an eight book series, titled "The Global Warrior; Advancing on the Necessary Skill Sets to Compete Effectively in Global Trade".
Tom is also the Director of the National Institute of world trade (niwt.org) a 30-year-old educational and training organization.

All individuals must have an NAFTZ membership to receive the NAFTZ member rate, if a substitute is requested, the substitute must have a current NAFTZ membership in order to make such a transfer. If the requested transfer is for a non-member, one would have the option to add an additional membership in order to receive the member rate or pay difference between the paid member and invoiced non-member rate.
