While tariffs have been on everyone’s mind, we do have a non-tariff related announcement:
Proposed Changes to Census Reporting for Exports out of U.S. Foreign-Trade Zones – POSTPONED!
NAFTZ’s Operations Advocacy Working Group reviewed a proposed rulemaking by the Census Bureau published on October 31, 2024. In the announcement found here, the Bureau of the Census (Census Bureau) proposed to amend its regulations to revise the specific requirements for data elements when filing the Electronic Export Information (EEI) when exporting from an FTZ.
Based upon the NAFTZ comment submission, which can be found here, Census has decided to postpone changing the reporting requirements. Based upon the detailed feedback, Census understood that the proposed changes would not reflect the desired information and has decided to wait to implement changes until a better approach can be designed. NAFTZ has offered assistance to Census when the topic is readdressed.
And of course, tariffs
The NAFTZ Trade & Tariff Rapid Response Team (TRRT) has been very busy. With multiple Executive Orders addressing tariffs, de minimis, and trade flow studies, the TRRT has issued several announcements to the membership to help with questions regarding how these order impact U.S. FTZs specifically. In case you missed an email, or just want to reread the information, all the TRRT information is collected here: https://www.naftz.org/ftz-trade-and-tariffs/ . And if you have a question or comment about the Executive Orders, please email us at info@NAFTZ.org.
