Eva Tomlinson is a seasoned executive with more than 20 years of proven leadership in professional services, trade compliance and SaaS implementation. With a career that spans founding a multimillion-dollar consultancy to holding senior executive roles at global logistics and advisory firms, Ms. Tomlinson brings deep expertise in operational excellence, regulatory strategy and cross-functional alignment.
Ms. Tomlinson advises multinational clients on navigating complex U.S. trade regulations, including Sections 232 and 301 tariffs, while driving automation and governance improvements across supply chain and compliance operations. Ms. Tomlinson is known for designing scalable frameworks that enhance supplier compliance, increase efficiency, and support enterprise-wide alignment.
At FTI Consulting, she advises clients on the full spectrum of import and trade compliance risks, with particular expertise in tariff mitigation strategies, customs valuation and country of origin determinations. She has led the design and implementation of high-impact duty-saving initiatives, including First Sale for Export, Foreign-Trade Zones (FTZs), duty drawback, and Section 301/232 exclusion management—generating substantial financial and operational benefits. Her experience also includes navigating complex U.S. Customs and Border Protection (CBP) requirements related to related-party transactions, assists, post-entry adjustments and origin determinations under USMCA, WTO and other preferential trade agreements.
Ms. Tomlinson’s work emphasizes aligning compliance with supply chain, finance and procurement functions—strengthening internal controls, reducing penalty exposure and increasing visibility across the import lifecycle. She supports clients with customs broker oversight, prior disclosures, import audit programs and trusted trader initiatives such as the Customs Trade Partnership Against Terrorism (CTPAT) and the Importer Self-Assessment (ISA) program.
Previously, she served as Vice President of Foreign-Trade Zone Strategy and Operations at UPS Trade Advisory Services, where she launched and scaled the company’s FTZ program. Earlier in her career, as Founder and CEO of Zone Solutions, she built one of the nation’s leading FTZ advisory firms—delivering large-scale duty recovery for Fortune 500 clients through strategic automation, system implementation and regulatory modernization.
Ms. Tomlinson is a recognized industry thought leader, having served as Chair of the Board of the National Association of Foreign Trade Zones (NAFTZ). She also actively contributes to the National Customs Brokers and Forwarders Association of America (NCBFAA) and the U.S. Customs Trade Support Network (TSN).
